Institutional support for the modernisation of the Customs and Excise Department

Project Overview

OVERVIEW

The Customs and Excise Division (CED) is implementing a Modernisation Plan informed by Grenada’s Trade Facilitation Agreement and the Grenada Technical Assistance Credit (GDTAC) Project. Implementation is supported by several development partners and includes enhancing customer service, revising its valuation process, establishing a Valuation Unit, updating operational procedures and manuals, establishing an Internal Audit Unit, upgrading ASYCUDA World, acquisition of a pilot craft; and staff training and development (in Customer Service, Risk Management, Conflict Management and Physical Intervention Training, Intelligence, Post Clearance Auditing, ASYCUDA World, Java Programming, and VAT administration).

CED intends to establish a Customs Pilot/Boarding Station one mile away from shore, which would enable CED to provide Boarding, Clearing and Custom Services before arrival at an appointed port allowing for offloading or loading, commencing immediately on arrival.

The project contributes to the implementation of the Modernisation Plan by financing:
• Training (Fraud Prevention & Investigation, Customs Act, Supervisory Management & ASCUDA)
• Establishment of an internal Audit Unit
• Upgrade of Customs and Excise Operational Manual
• Acquisition of a marine pilot craft and training on its operation
